Effects Build as a starting point?

I posted the other day for some pointers on a case and got some great feedback, but now I have new question.
- Would it make sense to start by building an Effects rack?
I have the Moog Sound Studio and a West Pest. People suggested identifying needs. Right now I run effects in my DAW (sometimes just reverb on my mixer). I would really like more effects for those.
Would it make sense to start with a few FX modules and essentially work backwards?
