Which effects are used here?

Are there filters on it? I love that sound and I'd like to achieve it. Secondly the vocals. It sounds like she's speaking through a megaphone the way it crackles. Is there a way to achieve that sound through pedals? Is her mic just bad? Either way i love how warm and crackly it sounds.</p> <p>Lastly. Is describing a synth tone /guitar tone /saxophone tone as &quot;warm&quot; meaningless? I'd like to achieve a very warm sound. I like sounds that are crackly and comforting, like the ones heard in this song.
