Why can't virtual synths have more voices?

This may end up being too technical for a layperson like myself to understand, but I'm seeing virtual synths come out with 4, 8 and 16 voices and I'm wondering why they can't have more? Obviously once you hit a certain number of voices (like 64) there's no way in hell you're going to use that many, but why do they limit themselves to less?

Is it something to do with chips, or programming?
