What's the difference between Turing volts & voltages expanders?

What's the difference between Turing volts & voltages expanders?

I'm about to order a Turing Machine kit, but can't really figure out the differences between the Volts and Voltages expanders. Does Voltages just have more steps, or is there something else to it? Which one would you recommend?
