Where is the Behringer TD-3 Designed & Engineered?

I found out that my TD-3 is "DESIGNED AND ENGINEERED IN ITALY", as written on the bottom label, although made in china.

I purchased it via Amazon, in Italy. I was curious and looked around; on the Thomann website, it seems to be designed & engineered in the U.K. Is this something related to some weird legislation conundrum?
