DX7 Oscillator frequency

In Dexed frequency of oscillator is displayed like f = 2 + 7

First 2 means that it is 2 x base frequency, but what is 7? It can go from -7 to +7 and its not semitone. It is + 7 Hz added to multiplied base frequency?
