Simple Single Supply CV Summing

I understand this for AC signals, but does this still hold true for DC? It seems like there would be a lot of lost range in this... ie, if you had a supply of 5V and Vref is 2.5, assuming I'm understanding this correctly, you'd only be able to adjust ...
