SOLVED!!! CGS06 Burst Gen - Why no output on pin 3?

From the looks of things, Q0, or pin 3 on the 4017 serves as a starting point, the step it defaults to when it is reset. Because of this when a trigger is applied to the 4017 and it starts clocking through its steps, the first step it changes to isn' ...
