Anyone know what synth makes this sound?

I'm looking for a specific sound, but I can't seem to find the synth that makes it. George Clanton uses it multiple times throughout his 100% Electronica album, it can be heard at the beginning of this song (the "er er er" sound)

So because two totally different artists have it in their music, it seems like it's not a custom-made patch or something, it seems more like a preset.
