What is the meaning of colons that appear in MIDI control numbers?

The manual for the novation bass station 2 lists control numbers for various parameters of the synthesizer. Some of them are simple whole values, like the amp attack envelope (90). Others however are a little weirder. The coarse tune for oscillator 1 is listed as 27:59. What??? There is no option in Ableton Live to automate parameter 27:59. What are the colons all about, and will I run into trouble if I try to course tune osc 1 using control number 27? Or should I round up to 28? Very confused.
