4ms clock multiplier vs clock divider

so im interested in buying one of these modules. to my understanding, they both kind of do the same thing. my goal is to connect it to two sequencers to create variation but i eventually want to use some drum modules with it. can anyone explain the difference between these two modules and which one might be better to start with! thanks so much!
