Pamela’s New Workout doesn’t seem to send signal on the 3rd channel. Is it broken?

I just got my PMW and everything works great except I just can’t seem to send any signal out or channel 3. I had to import mine and the very thought of returning is stressful. Am I missing something here? Thanks.
